He is a Managing Director of ACA Associates, Inc. where he has built a substantial practice providing advice on fuel and fuel logistics, airport operations, airport privatization, ramp and passenger handling, airport security, security training, and passenger and cargo screening and on business development for firms doing business with commercial airports and airlines. His diverse clients include: Lockheed Martin, Raytheon, Bechtel, SRA, ITT, US Trade and Development Agency, Los Angeles World Airports and the Italian Ministry of Transportation.
Before becoming a consultant, Mr. Rosenberg was Executive Vice President of Ogden Allied Services Corporation, a $1 billion service company with a primary client base in the aviation industry. Ogden's 10,000 aviation employees provided ground, cargo, fueling, and catering services to airlines in over 70 airports around the world. Before his move to Ogden, he served as British Airways' Chief Financial Officer for North America, responsible for the division's accounting, finance, and purchasing functions.
Mr. Rosenberg is a Trustee of the Vaughn College of Aeronautics and Technology, where he serves as the Chair of the Executive Committee. He is a member of the American Institute of Certified Public Accountants and a graduate of City College of New York.

He is an expert in the area of fuel handling and logistics. He led ACA's effort when it teamed
with Metron Aviation to produce the FAA's Advanced Jet Fuel Quality and Performance Control
R&D Study which develops a catalogue of jet fuel characteristics recorded in the field to help
track changes in properties as synthetic fuel is deployed and recommends changes in fuel
handling as alternative fuel is deployed. He was also panel member of the TRB/ACRP study
that estimated the numbers of airport ground equipment using different fuel types (e.g.,
diesel, natural gas, or electric) in use at the airports throughout the U.S. for the purpose of
determining the potential for reducing greenhouse gas emissions created by aviation. He is a
member of the ACI-NA Environmental Affairs Committee.
