Mr. Ouess has over thirty-five years of senior management experience with airports,
aviation service providers and airlines. He has held senior management positions at
the Port Authority of New York and New Jersey, Triangle Aviation Services and Pan
American World Airways.
In 1998, Mr. Ouess joined The Port Authority of New York and New Jersey as a Senior
Manager in the Aviation Department and was responsible and instrumental in developing
and leading a team that expanded customer care programs and cargo services initiatives,
developed service standards, implemented a color coded way-finding standards that
were featured in DreamWorks Production of "The Terminal" and introduced terminal
planning and design standards for passenger terminal developments. Worked with J.D.
Power, LRA Worldwide, Maritz and TNS to expand market research and performance
measurements. Was the lead person for e-airport initiatives for the bi-state agency's
four commercial airports of John F. Kennedy, Newark Liberty, LaGuardia and Stewart
International. Piloted RFID Baggage applications with IBM and Emirates, drafted key
customer service requirements that were adopted by the US DOT Flight Delay Task
Force and was a delegate to the US DOT on passengers with disabilities. Following the
tragic events of September 11, 2001, he helped organize his Division with recovery and
business continuity plan and was instrumental in expanding partnership between airports,
airlines, governments and technology suppliers to simplify passenger travel and benefit
all stakeholders.
In 1990, Mr. Ouess joined Triangle Aviation Services as Executive Vice President of
Sales and Marketing where he contributed to the company's growth until joining the Port
Authority.
Mr. Ouess prior experience includes senior management positions with Pan American
World Airways, inc. including; System Director responsible for over 500 Ground
Handling and Airport Services agreements at ninety airports worldwide; As a member
of a senior team he helped develop the start up of the Pan Am Helicopter Service from
mid-town Manhattan, the start up of the Pan Am Northeast Shuttle in the Historical
Marine Air Terminal at LaGuardia, the start up of Pan Am Express in Europe (Berlin
based), the transfer of the Pacific Division assets to United Airlines and the Inter-German
Service assets to Lufthansa; Director at Newark Liberty International Airports where he
facilitated the merger of National Airlines with Pan Am's operations; Director of Pan
Am's operation at John F. Kennedy responsible for all terminal and passenger services
operations and managing a work force of over 400 employees; Instructor for Kepner-
Tregoe Trouble Shooting and Decision Analysis Techniques;
Mr. Ouess was the International Air Transport Association (IATA) Task Force Chairman
and Founding Officer of the IATA Ground Handling Council (IGHC), was an active
delegate to the Simplifying Passenger Travel Interest Group now the IATA
Passenger Experience Management Group (PEMG) and the World Routes Development
Forum.
He is multi-lingual in French and Arabic and is a member of the Wings Club.
